The Maritime Traffic Coordination Center (MTCC) project in Kuwait was delivered under the US Army Corps of Engineers (USACE) Middle East District, supporting critical maritime security and operational coordination objectives for the U.S. and partner forces. The project was executed within a high-governance federal contracting environment, requiring strict compliance with USACE design, BIM, configuration management, and data ownership standards.
From the outset, the project demanded full lifecycle digital delivery discipline, including BIM-driven design, structured configuration control, and auditable change governance. The USACE required all design and construction documentation to be generated directly from coordinated BIM models, supported by a formally approved BIM Project Execution Plan (PxP) and rigorous quality control, clash detection, and data validation processes.
Given the project's national security context, the owner placed particular emphasis on configuration management, traceability of design changes, and the ability to measure physical and financial impacts of revisions throughout the project lifecycle. These requirements elevated the project beyond conventional design-build delivery into a decision-controlled, data-centric execution model.

xPM / BMM Role
BIM Governance, Configuration Management & Project Integration Consultant
xPM (through BMM) served as a BIM governance, configuration management, and project integration consultant, supporting the General Contractor and responding directly to USACE technical and procedural requirements.
xPM developed and implemented the Configuration Management framework requested by the US Army Corps of Engineers, formally documenting how design changes, model revisions, schedule impacts (4D), and cost effects (5D) would be controlled, measured, and reported throughout the project lifecycle. This included defining roles, approval workflows, master coding structures, and integration between BIM, planning, and cost control disciplines.
xPM also supported the preparation of the technical proposal and commitments related to BIM execution, compliance with Attachment F BIM Requirements, and the contractor's digital delivery obligations, ensuring alignment with USACE PxP, IFC compatibility, COBie expectations, and model-based quantity and cost extraction standards.
The role extended beyond coordination—providing the decision architecture that enabled the project to meet federal auditability, traceability, and performance expectations.
