Multi-Layered Governance & Complex Coordination
The University of Al-Jabal Al-Gharian Complex is a large-scale institutional development in Libya, delivered within a multi-layered governance environment involving public authorities, international oversight, and complex contractor coordination. The project required a structured management framework to align construction execution, technical coordination, and administrative control across multiple disciplines and stakeholders.
BMM/xPM was engaged by the General Contractor to design and document a comprehensive Project Management Plan (PMP) that would operate alongside the Libyan Government's appointed Project Manager, Hill International. The assignment focused on establishing a clear execution architecture before construction activities escalated—defining authority structures, coordination workflows, reporting logic, and control mechanisms.
The developed PMP addressed organizational structure, design coordination, cost and schedule control, QA/QC, HSE, claims management, and information flow across site, technical office, and management levels. Special emphasis was placed on decision clarity, role separation, and coordination discipline to reduce execution risk and prevent control gaps between contractor, consultant, and owner-side oversight.
The result was a management framework designed to protect schedule integrity, improve predictability, and enable disciplined execution under public-sector governance conditions.

Project Management System Architect
xPM (operating as BMM) served as the Project Management System Architect, responsible for designing the project's full management and control framework rather than performing day-to-day construction supervision. Engaged directly by the General Contractor, xPM developed the comprehensive Project Management Plan defining governance structure, coordination processes, reporting hierarchies, and control responsibilities across all disciplines.
The scope included preparation of executive-level management documentation, organizational models, coordination workflows, and control procedures aligned with international project management standards. xPM's role complemented—without overlapping—the Libyan Government's appointed Project Manager (Hill International), ensuring clarity of responsibility and avoiding authority conflicts.
By formalizing execution logic before escalation of site activities, xPM enabled structured decision-making, transparent accountability, and integrated control across design, construction, cost, and progress functions—reducing operational risk in a complex public institutional environment.
